The committee was called to order. A quorum was present. Representatives Bradfield and English, prime sponsors, presented Senate Bill 25-041. The bill requires courts to notify the Department of Human Services when denying bail and makes other changes to competency hearings, evaluations, statute of limitations, and services. Representative Bradfield provided some background on the genesis of the legislation, and discussed its need. Representative English explained the effect of the bill and further discussed its need. Discussion ensued regarding the fiscal impact of the bill, and competency evaluations under the bill. |

in support of the bill. Mr. James Karbach, representing the Colo. St. Pub.

Disability Law Colorado, testified in support of the bill.
The panel clarified
some aspects of the legislation. Mr. Karbach explained the effect
of a forthcoming amendment.
