Representatives Bacon
and Soper, prime sponsors, presented Senate Bill 25-190. The bill allows
a defendant released on bail to stay overnight in jail to facilitate a
connection to a service provider, and makes changes to special needs parole
within the Department of Corrections. Representative Bacon explained the
effect of the bill and discussed its need. Representative Soper provided
additional input on the merits of the legislation. Discussion ensued regarding
the potential for those who are eligible for compassionate release to present
a danger to others, and options for family members who are eligible for
compassionate release. Discussion followed regarding a hypothetical fact
pattern, and disclosures required of former felons. |

Office of Respondent Parents' Counsel, testified in support of the bill.
Discussion ensued
regarding a provision in the bill concerning liability and health care
providers, and how compassionate parole is orchestrated.
