Representatives Smith and Soper, prime sponsors, presented Senate Bill 25-273.  The bill requires health care facilities to retain blood draws or admission blood samples when a law enforcement officer serves a retention form to an attending physician or health care facility. Representative Smith explained the effect of the bill and discussed its need.  Representative Soper provided further input on the merits of the legislation.
