Senator Cooke presented Senate Bill 16-107 to the committee and answered questions. The bill requires circulators working on voter registration drives to fulfill mandatory training requirements, as specified by rule of the Secretary of State and provided by the voter registration drive organizer, prior to circulating voter registration applications; and inform persons of alternative means of registration when the deadline for timely submitting the application form through the voter registration drive prior to any election has passed. The bill also requires voter registration drive organizers to keep records evidencing the training completed by its circulators and to make those records available to the Secretary of State.
