Representative Arndt, prime sponsor, presented Senate Bill 17-220, concerning the continuation of the Restorative Justice Coordinating Council. Representative Arndt explained the effect of the bill. Discussion ensued regarding the function of the Colorado Juvenile Parole Board, and the bill's fiscal impact. Mr. Chris Creighton, Legislative Council Staff, provided input on the bill's costs. Discussion followed regarding the merits of continuing the Restorative Justice Coordinating Council, and the potential for the council to report to the committee under the SMART Act.

Ms. Dollar responded to questions regarding successes of the Restorative Justice Coordinating Council during its tenure. Ms. Witzel provided input on this issue, including explaining the programming conducted by the council. Discussion again returned to the council's budget, including income sources and expenditures.
