Shelby Ross, Office of Legislative Legal Services (OLLS), introduced new OLLS staff to the committee and outlined the order in which the bills would be discussed. The draft bills may be found on the committee website at https://content.leg.colorado.gov/content/legislation-0.

Ms. Ross explained Draft Bill 2 to the committee and went over any changes from the previous version of the bill. Dr. Crites answered questions related to fees in the bill. Kristine McLaughlin, Legislative Council Staff, discussed how changes to the bill may affect the fiscal note. Members of the committee discussed reasoning behind sections of the bill draft.

Anna Petrini, Office of Legislative Legal Services, presented Draft Bill 1 to the committee. She gave an overview of the bill and then went into detail over changes that had been made since the last draft of the bill had been shared. Staff from the Department of Corrections and the Youth Offender System testified regarding the draft bill.

Ms. Petrini explained Amendment 1 (Attachment B) to Draft Bill 1 to the committee. Senator Amabile spoke about the amendment and the reasoning behind it.

Samantha Garrett, Colorado Department of Human Services, spoke about what the bill does and gave context around the subject of not guilty by reason of insanity defenses.
