Representatives Melton and Sias, co-prime sponsors, presented Senate Bill 16-162 to the committee. Currently Medicaid recipients are not responsible for any remaining costs after payment by Medicaid, Medicare or a private insurer if the services are eligible for reimbursement under Medicaid. This limitation applies regardless of whether or not the provider is enrolled as a Medicaid provider. Under this bill, Medicaid recipients are not responsible for any remaining costs, only if the services are rendered by a Medicaid provider. Correspondingly, a Medicaid recipient may elect under the bill to receive and pay for services from a medical provider that is not enrolled in Medicaid.
