Commissioners Gardner and Snyder discussed their experiences with introducing the commission bill the last couple of sessions. Two years ago, the bill was close to passing but failed due to the large fiscal note, last year Commissioner Snyder carried the bill but it was postponed indefinitely.

Ms. Elizabeth Moran, Executive Director of The ARC of Colorado, testified that the large fiscal note remains a major roadblock in the act's passage. The goal remains to get the act passed, but it is not a good time to pursue this goal at this time. The workgroup is currently working on moving forward with portions of the act in a non-commission bill.

Commission consensus was to wait until the next meeting to determine if further commission involvement was needed this year. The commission thanked Ms. Moran and others for their continuing hard work on this act.
