Representative Luck,
prime bill sponsor, and Representative Hamrick presented House Bill 25-1069,
concerning increasing stakeholder participation in the lawmaking process
through the early publishing of bills. The bill creates a mechanism for
legislators to publicly share drafts of legislation prior to the official
introduction of bills. Representative Luck provided a handout (Attachment
D) to the committee.
