Mr. DeCecco noted that the committee process is driven by the complaint, and reviewed the provisions of House Rule 49 that govern the complaint process. He noted that there are a number of separate issues included in the complaint, and referred to a memorandum prepared by OLLS reviewing the complaint and discussing the potential evidence the committee may wish to request (Attachment E).

Mr. DeCecco noted that the committee must determine what types of evidence it may need to review to make a probable cause determination, noting that the committee may not take testimony, but may solicit documents related to the complaint.

Representative Woodrow requested that the committee request all public documents related to complaints filed with the Secretary of State. Representative Soper asked if the committee could request additional evidence from Representative Bradley. Representative Woodrow asked if the committee's review is limited to the specific laws Representative Bradley cited in the complaint.

The committee discussed requesting news articles related to the allegations.

Representative McCormick asked OLLS to contact the identified custodians in the list provided of potential sources. Mr. DeCecco responded to questions about the ability of OLLS to redact certain information in responses.

Representative McCormick asked for video evidence related to Kathy Hahn's desk area, Representative Luck's office, and identified committee meetings. Representative Soper asked for swipe key data for the Capitol for specific dates. The committee discussed whether or not to request specific information from Representative Weinberg.

Committee discussion continued about requesting records from Representative Bradley for non-privileged communications that pre-date the complaint, but are related to the issues raised in the complaint. Mr. DeCecco responded to questions about evidence requests from legislative members. The committee further discussed with OLLS staff the materials related to the campaign finance complaint. The committee discussed the request related to video data. The committee discussed requesting records related to the changing of locks.
