The committee returned to order. Representatives Espenoza and Zokaie, co-prime sponsors, presented House Bill 26-1017. The bill prohibits insurers from receiving restitution payments in criminal proceedings. The bill sponsors provided and explained amendment L.001 (Attachment D). They responded to committee questions.

Mx. Bri Buentello, representing Stand for Children Colorado, was available to answer committee questions. Mr. Kyle Giddings, representing the Colorado Criminal Justice Reform Coalition, testified in support of the bill. Charles Testa, representing the Colorado Criminal Defense Bar, testified in support of the bill.
