Presentations on Staff-Initiated Budget Decision Items - Committee Discussion Only

Craig Harper, Director, Joint Budget Committee (JBC), presented the compensation common policies and memorandum, which can be found as Attachment A. He focused on annual salary increases and health/life/dental benefits, and how those interact with the Colorado WINS agreement. He spoke about cost of living adjustments and step-like increases for classified staff.  Director Harper spoke about several specific JBC staff recommendations pertaining to increases in state health plan premium costs, and reviewed short term disability, paid family and medical leave insurance, and Public Employees Retirement Association payments. Speaker McCluskie stated that the committee will need to make preliminary compensation common policy decisions prior to the next meeting.

Elizabeth Burger, Deputy Director, Legislative Council Staff, presented information on 2026 interim committees. A related memorandum can be found as Attachment B. She stated that legislative action will need to be taken if the committee wishes to eliminate interim committees during the 2026 interim.

Director Castle presented the FY 2026-27 budget request memorandum for the Colorado Youth Advisory Council (COYAC), which can be found as Attachment C. She provided background information on COYAC.

Director Castle and Ed DeCecco, Director of the Office of Legislative Legal Services, presented the recommendations from the Independent Elected Official Pay Commission (commission). Their slide presentation can be found as Attachment D and the commission's report can be found as Attachment E. Director DeCecco provided background information on House Bill 24-1059 and the commission. He reviewed specific recommendations from the commission and their fiscal impacts, including travel mileage rate reimbursement recommendations, and answered questions from the committee.
