Representatives Ricks and Titone, prime sponsors, presented Senate Bill 23-075, concerning the deletion of children's identifying information from criminal justice records released to the public. Representative Ricks explained the effect of the bill and discussed its need. Representative Titone provided additional input on the bill and its merits. Discussion ensued regarding amendments placed on the bill in the Senate concerning the press.

Ms. Courtenay Whitelaw, representing herself, testified in support of the bill. Chief Art Acevedo, representing Colorado Association of the Chiefs of Police - Aurora Police Department, testified in support of the bill. Chief Acevedo responded to questions regarding releasing coroner information under the bill.  Ms. Whitelaw responded to questions regarding the release of a minor's name in the case involving her family.  Zach Blaes, Office of Legislative Legal Services, provided input on questions regarding the applicability of SB 23-075 to coroners. Discussion ensued regarding legislation adjacent to the bill that passed in previous years.  Mr. Blaes responded to questions regarding the impact of SB 23-075 on criminal discovery, and who can petition under the bill.  Chief Acevedo responded to further questions regarding certain exemptions from the requirements of the bill.
