The regulation of conveyances and conveyance mechanics, contractors, and inspectors by the Director of the Division of Oil and Public Safety in the Department of Labor and Employment is due to repeal on July 1, 2022. Representatives McCormick and Catlin, co-sponsors, presented House Bill 22-1235. This bill continues and amends the Colorado Veterinary Practice Act in the Department of Regulatory Agencies (DORA), which is scheduled to repeal on September 1, 2022. Changes to the act include
establishing the regulation of veterinary technicians. The program is continued through September 1, 2033. The sponsors responded to questions from the committee.

The bill provides a rebate to taxpayers in income tax year 2022 totaling the amount of the projected FY 2021-22 General Fund surplus. It increases state expenditures to issue rebates to taxpayers in FY 2022-23, which will reduce available funds to spend or save in FY 2022-23 or future years.
