Chair Baker welcomed
the committee and gave a brief overview of the day's agenda. John Galusha
served as a replacement member for Commissioner Brown.


 

The commission discussed the final health, mental health, and dental standards,
which can be viewed here:

Chair Baker suggested the commission vote on the health standards as a
set. The commission discussed final draft documents. The commission discussed
the cost implications for draft standard 13 and concerns with sharing inmates'
health information.

to amend topic 15, bullet 4 of subgroup one's health care final standards
to say "and obtain consent from the individual as required by law
disclosure for purposes of continuity of care shall be permitted without
written authorization as allowed by law".

Watts explained that subgroup 1 will next be working on classification
standards.

The commission discussed subgroup 2's final standards on visitation. Commissioner Karbach discussed the subgroup's concerns with adding language about Americans with Disabilities Act (ADA) requirements. Members of the commission discussed the draft visitation standards.

moved to amend the visitation standards, topic 7, line 1 by striking the
word "shall" and replacing it with the word "should".
The commission discussed the amendment.  The amendment failed on a
vote of 8 to 11.  


Commissioner Karbach
moved to amend topic 7, the second sentence after the bullet, by striking
"should" and substituting "shall" and striking the
word "away."  The motion passed on a vote of 18 to 1.

Chair Baker discussed
topic 1 of the standards. She proposed including a brief statement that
visitation policies should be in compliance with state and federal laws
for people with disabilities. She moved to add an additional subbullet
to topic 1, bullet 2 stating "Compliance with state and federal law
and regulations related to the rights of persons with disabilities".

Subgroup 2 will be addressing communication as their next set of topics. They are scheduled to present in December.



Discussion of Draft Standards - Committee Discussion Only


11:24:00 AM  
Subgroup 3 started
their discussion of the food service draft standards. Commissioner Pogue
informed the commission there are 4 topics they will be providing draft
standards on. The next subgroup 3 meeting is on December 5th and they will
be discussing recreation and programming which will be presented in January.

Subgroup 4 discussed
their draft standards on staffing. The commission discussed standards from
the National Institute of Jail Operations. The commission discussed the
implications of referencing standards that are not able to be viewed by
the public. The commission continued to discuss common practices and adjusting
language in topic 6 and cross-gender searches. The commission discussed
the last point of topic 4.

Chair Baker discussed
the current status of subgroup 4 and the need to identify a chair for the
group.  Commissioner Watts offered his assistance.

 Chair Baker
welcomed all of the commission members to stay in attendance for a meeting
of the enforcement subgroup to follow the adjournment of the commission
meeting. The commission discussed the December meeting which will be following
a meeting of the Legislative Oversight Committee for Colorado Jail Standards.
Chair Baker recommended subgroup chairs attend the oversight committee
meeting to give updates.
