and Mr. Will Fischer, representing the Center on Budget and Policy Priorities,
presented to the committee on housing affordability for people with low
incomes in Colorado.  Their presentation may be found in Attachment
A.

Ms. Castaldi discussed the rise in rental costs in the United States and Colorado.

She continued by discussing federal rental assistance and the extreme shortfall of resources compared to need.

to the committee on state property tax circuit breakers. A copy of his

circuit breakers in the US, including Colorado's property tax/rent/heat
(PTC) rebate.

He continued by discussing options for reforming the PTC including expanding eligibility, raising the income eligibility levels, and restructuring the calculation to threshold-style circuit breaker.
