	01:01:44 PM	Chair Amabile called the meeting to order.

Committee Discussion: Scope of Study of Task Force - Committee Discussion Only


	01:03:12 PM	Jack Johnson, task force chair, discussed task force and subcommittee policies and practices. He made suggestions about policies that would benefit from Legislative Oversight Committee guidance. He first discussed subcommittee voting thresholds used to forward an idea to the full task force. He asked for clarity from the Legislative Oversight Committee in an effort to more easily generate and advance ideas. He next discussed stakeholder engagement in subcommittee work. He proceeded to recommend ideas for the task force to study in the upcoming year including competency to proceed and diversion and co-responder programs, among others. Committee members asked questions about recent bill drafts from the Legislative Oversight Committee that already address competency and diversion. Mr. Johnson responded that more work needs to be done on these topics.
	01:10:03 PM	Discussion ensued about diversion and co-responder models. Mr. Johnson next suggested the task force study post partum depression in the criminal justice system and not guilty by reason of insanity. Recidivism and factors that contribute to it, such as employment and housing, was another recommended area of study, in addition to treatment and care. Committee members ask about the marijuana subcommittee and stakeholder input.
	01:19:54 PM	Discussion followed about a timeline for the scope of study letter and legislative suggestions from the task force. Committee discussion returned to coordinating with other committees or organizations that work on overlapping issues.
