Chief Strategy Officer, Department of Revenue (DOR) and Amber Egbert, Tax
Director, Research & Legislative Services, Colorado Department of Revenue,
introduced themselves to the committee and presented on FY 2024-25 IT capital
budget and operating budget requests being considered for recommendation

Ms. Egbert presented to the committee on a budget amendment request concerning Tax System Improvements. DOR is requesting $1.5 million in state funds to implement a system for tracking and issuing all certified tax credits and deductions across departments.

Mr. Arrington presented
to the committee on the budget amendment request regarding adjustments
to the FY2024-25 Seed-to-Sale capital IT budget reqeust. The Department
is re-submitting this request as an budget amendment due to updated revenue
projections for the Marijuana Tax Cash Fund in December 2023 and a reassessment
of timing needs.

Mr. Arrington provided an overview of the final DOR FY2024-25 IT capital budget request concerning Licensing and Case Management Software. DOR is requesting $9.0 million in state funds to replace licensing and case management systems used by multiple divisions within the department for private sector regulation and licensing functions.

Committee members
discussed introducing a bill drafted by the committee to prohibit unauthorized
use of public safety radio. Committee members indicated that bill will
start in the Senate and co-sponsors will be Senator Baisley and Priola
in the senate and Representatives Pareti and Weinberg in the House. The
bill drafter was also granted permission to make technical changes to the
bill.
