The committee was called to order. A quorum was present. Senators Pettersen and Rodriguez, prime sponsors, presented House Bill 20-1415, concerning a worker's rights in the workplace for conduct related to a principal's actions during a public health emergency.  Senator Pettersen explained the effect of the bill and discussed its need. She also discussed some forthcoming amendments. Senator Rodriguez provided additional input on the bill's merits.

Katherine Shaw, representing Denver Health Workers United, testified in support of the bill. Katie Lichtenstein, representing Denver Health Workers United, testified in support of the bill. Discussion ensued regarding punitive measures taken by health care employers, and the potential for the bill to increase litigation. Ms. Lichtenstein discussed her organization. Discussion followed regarding the personal protective equipment available in the health care environment.

Senators Donovan and Zenzinger, co-prime sponsors, presented House Bill 20-1413, which establishes a state and private investor-funded small business recovery loan program.  Senator Donovan explained the effect of the bill and discussed its need. Senator Zenzinger provided input on the merits of the legislation.

Jeff Kraft, representing the Colorado Office of Economic Development and International Trade (OEDIT), testified in support of the bill. Mr. Kraft responded to questions regarding the types of companies impacted by the bill, and the mechanics of the legislation. Treasurer Young provided input on the method by which funds would be released under the bill.
